Instructions
- Preheat your oven to 350°F (175°C).
- In a bowl, mix flour, sugar, cocoa powder, baking powder, and salt.
- Add butter, eggs, milk, and vanilla. Mix until smooth.
- Fill cupcake liners with batter, about 2/3 full.
- Bake for 20-25 minutes or until a toothpick comes out clean.
- Allow to cool before frosting.
- Decorate with frosting and red heart sprinkles.
